Do you apply eyeshadow onto Urban Decay primer potion before or after it dries?

i apply my shadow shortly after i've applied my UDPP and it's usually still moist. but yesterday i applied it on, was in a rush, and forgot about it for like 5 mins, applied my eyeshadow, and it still worked excellent!!
the powder really sticks when you apply it when the primer is still damp. the time between putting the primer on and getting the eye shadow ready is usually plenty of time
while its a little moist. it shouldn't be too wet or too dry.
